apt-spy software package provides writes a sources.list file based on bandwidth tests, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install apt-spy
apt-spy is installed in your system.
Make ensure the apt-spy package were installed using the commands given below,
$ sudo dpkg-query -l | grep apt-spy *
You will get with apt-spy package name, version, architecture and description in a table
